Frodo returns from the quest of The Ring changed, much as the same as The Shire has changed in his absence. Saddened by the evil and suffering he has seen, and weaken by the burden he has born, he is no longer so fast to deal out death and jugdement. Nonetheless, Frodo has become the greatest hero The Shire has ever known, and a rallying point for his people

Frodo may never charge an enemy for any reason. He will still fight to defend himself if he is charged, but will not strike a blow if he wins.

When Frodo returns to The Shire in it's darkest hour, Hobbits rally to his side, trusting that he will help them cast out their enslavers. Frodo counts as being a banner.
